This is what we observed during a recent inspection of a 4 Bedroom villa with large balcony on top of the garage. Signs of moisture intrusion on the garage ceiling that was confirmed by the condition of the balcony on the 2nd. floor.
Make sure you do a "pre-handover" inspection of the water proofing to prevent damages like this, which can be costly !

However, if the entire wall surface is moist, you'll need to dig a little further. Dry a portion of the wall with a rag and then duct tape a one-foot square piece of aluminum foil to the wall to conduct a simple condensation test. After 24 hours, peel off the foil and feel the underside of the foil. If the wall is damp, water is seeping in from the outside. If the basement is dry, the moisture is coming from somewhere else in the basement, most likely a basement shower, which may be readily fixed by placing a vent fan in the bathroom to drive steam outside.

You may pick the finest option by weighing a variety of elements depending on the conditions of the patio or balcony. Direct waterproofing of the floor covering may be sufficient if the flooring is in excellent condition. However, if the tile has problems, like cracks or holes, it's a good idea to remove them and waterproof the substrate, which is the layer underneath the tile. The best option is therefore to waterproof the layer underneath the substrate, so avoiding any potential future infiltrations, if the condition of the substrate is similarly poor.
